This is the fossilized remains of a prehistoric sea lily/crinoid (Scyphocrinites elegans)!
On the bottom is the stem (used to anchor the crinoid) and on the top is the calyx, adorned with tentacle-like appendages.
This specimen dates back to the Upper Silurian (420 million years old) and was excavated near Boutschrafin, Erfoud, Morocco.
The plate measures ~12" tall and the surrounding stone has been painted brown to contrast the crinoid in its natural colouration.
